Blessing Numomoipre Samuel, Technical Assistant on protocol to the Hon­arable minister of Petroleum Resources. Blessing Samuel was born on the 4th of November 1979 in Uyo.Akwa Ibom State. Blessing Samuel started her primary school at Christ the King Primary School Uyo, and finished in 1989. She was admitted to Adiaha Obong secondary commercial school Uyo, and finished her secondary education at Holy Child girls’ secondary school Ifuho, Ikot Ekpene.Akwa Ibom State in 1996. Blessing Samuel secured ad­mission into University of Uyo.Akwa Ibom State and studied Bachelor of Arts, (Theatre Arts and Administration) in 2007. She afterwards did her NYSC in 2007-2008, where she served in Oceanic bank. She thereafter enrolled into International Institute of Journalism Abuja, an affiliate of University of Maiduguri and obtained a Post Graduate Diploma (PGD) in Journalism in 2015. In furtherance of her Educational Pursuits Bless­ing Samuel secured admission with Ladoke Akintola University of Technology, Ogbomosho and obtained a master’s degree on Public Administration in 2018. Not satisfied with her educational strides, Blessing Samuel again proceeded to the United Kingdom and secured admission with De Montfort University Leicester and bagged a Master degree in International Business and Human Resources management in 2019. In addition to her academic qualifications, Bless­ing Samuel has also attended professional and senior level training certificate courses in the United Arab Emirates and the United Kingdom, among them is a Public service Administration and Management training at Brooke House College, England in 2014,A certificate course in Economic Management at the Institute of Public Diplomacy and management in Lagos, Nigeria in 2016,A certificate course in Strategic Initiative in the Oil Industry organized by the Smart Alliance Consultancy programme in Nigeria in 2016, A training course on food safety in manufacturing at the Chartered Institute of Environmental Health in the United Kingdom in 2018,A course in Transformational Leader­ship and Management at the African Institute of Public Administration, AIPA Ghana in 2020 and A certificate course in Essential skills for oil and gas professionals in Nairobi, Kenya in 2021. She is an active member of some key profes­sional bodies such as the African Institute of Public Administration, Ghana and a senior member at the Institute of Public Diplomacy and management in Nigeria. Blessing Samuel works with the ministry of petroleum resources and currently serves as the Technical Assistant on protocol matters to the Honourable Minister of State Petroleum Resources. Her previous positions in the minister's office were Senior Administrative Officer, 2014 to 2017, Principal Administrative Officer 2018 to 2020 and Assistant Chief Administrative Officer in 2020, before assuming the status of a Technical Assistant to the Minister on Protocol matters. Blessing has spent several years working in the private sector, notably as Human Resource Manager at SAAS Synergy Nigeria Limited and as a Marketing Officer in Oceanic Bank now in acquisition of Eco-bank; one of Nigeria’s leading financial institutions before assuming responsibility at the Ministry of Petroleum Resources. In her previous and present roles in the Ministry of Petroleum Resources, Blessing has managed and effectively coor­dinated a critical section of the Petroleum Ministry’s logistics and protocol services. Blessing is a key member of the Petroleum Minister’s team of support staff and has received several awards and laurels, including the Public Service Award of Excellence for dedication and commitment to work as part of the celebration of the African Public Service Day in 2021, and an Award of Commendation from the Office of the Head of Civil Service of the Federation for out­standing performance and commitment to work in both 2021 and 2022. Over the last few years, Blessing has volunteered in organizations promoting breast cancer awareness among women and in philanthropic organizations. Blessing is happily married to Mr Samuel Numomoipre Samuel and they are bless­ed with four lovely children.
